Norfolk County Council and First Bus have worked together to bring Tap On Tap Off (TOTO) payment technology to Norfolk’s bus users. The new way to pay will be live on all First Bus vehicles throughout the region from Sunday 23 November.

The addition of the enhanced contactless system across the First Bus fleet of 240 vehicles has been possible thanks to £465,000 funding given to all of Norfolk’s bus operators to install the readers. This money was from funding received from the Department for Transport for the delivery of Norfolk’s Bus Service Improvement Plan.

First Bus and Suffolk County Council have jointly announced that Tap On Tap Off (TOTO) payment technology will be live on the operator’s buses throughout the region from Sunday 23 November.

The addition of the enhanced contactless system across the First Bus fleet of 88 vehicles has been possible with funding of £42,050 by the council. This is from an allocation of £300,000 through the Local Authority Bus Grant Capital Funding, to roll this service out across all bus operators in Suffolk.

First Bus has announced its intention to close its entire operation in Cornwall, withdrawing all bus services in the county by the middle of February 2026.

The difficult decision has been made in the face of ongoing financial challenges intensified by above inflation costs, a significant fall in passenger numbers (21% fall year on year on top of a 13% fall in 2024/25) and increased competition. A downward trend in tourism and changes in travel patterns post Covid have also contributed.

An update on our Cornwall operations

We've today shared our proposal to withdraw all First Bus services in Cornwall from 14 February 2026.

Our Cornwall business has faced ongoing financial challenges for some time. These have intensified recently due to above inflation operating costs, lower passenger numbers and increased competition from other operators. Unfortunately, this has made the business unviable.
